Dr. Olufemi Damilola Oke-Osanyintolu is the Accounting Officer and pioneer Permanent Secretary of the Lagos State Emergency Management Agency (LASEMA). He leads the foremost Agency that is ultimately responsible for the safety of lives and properties of over 23.5 million citizens and residents in Lagos State through effective and efficient coordination of emergency response operations, disaster management and prevention, with incursions into sister states, beyond Lagos territory when necessary, on the Express Directives of Mr. Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu. Dr. Oke-Osanyintolu as a seasoned Technocrat brings many technical skills to his position. These include; Incident Command, Emergency Management Service, EMS, Special Operations, Technical Rescue, Fire Suppression, HazMat, Health & Safety, Strategic Planning, Officer Training, and Labour Relations.He began his career as a Medical Officer at the General Hospital Gbagada in 1994, and tediously worked his way up the ranks, gathering vast medical and technical experience, while horning his administrative expertise which combined, propelled him to his appointment as the pioneer Head of the Lagos State Ambulance Service (LASAMBUS) where his climb up the ladder in Emergency Management and Response began. In 2005, by dint of hardwork and proactive efforts, he was appointed the pioneer General Manager/CEO of the Lagos State Emergency Management Agency (LASEMA). In 2016, he was appointed a Special Advisor to the Presidency on Monitoring and Evaluation of the Internally Displaced Persons Programme, while in 2017, he was promoted to the position of Senior Technical Advisor on Disaster Risk Management at the Presidency of the Federal Republic of Nigeria, before being elevated to the position of Director General, ECOWAS National Early Warning Mechanism early 2019 to coordinate all the emergency services in the West African Region. In recompense for his vision, vast experience, and deep forage in the realm of Emergency Response, Disaster Management and Disaster Risk Reduction, Dr. Olufemi Damilola Oke-Osanyintolu was appointed pioneer Permanent Secretary of LASEMA by Governor Babajide Olusola Sanwo-Olu and inaugurated into the prestigious league of Lagos State Body of Permanent Secretaries 21st March, 2022. He has attended and coordinated over 50,000 major and minor emergencies and disasters in Nigeria and the West African region. Since rejoining LASEMA in 2019 as pioneer Director General/CEO of the Agency, under his progressive leadership style, the Agency has attained many feats including establishment of the Pre-Hospital Care and increasing Technical Rescue Teams; establishment of more Bases/Units in all 3 Senatorial Districts of Lagos, and achieved shorter Response Time with better management of the "Golden Hour", to save more lives. The PS LASEMA was also involved in the establishment of the Relief/Operational Camp for Victims of Disasters, collaboration with stakeholders on the upgrade of the Lagos State Fire & Rescue Services, as well as that of the Lagos State Safety Commission and establishment of the Local Emergency Management Committee (LEMC) in all Local Governments and Local Council Development Areas in Lagos State. Dr. Olufemi Damilola Oke-Osanyintolu serves as a thought leader on the importance of public and private sector collaboration for a pre-emptive and pro-active approach to Disaster Risk Reduction and works closely with several international organizations such as IOM, UNDP, NIMASA to name a few. Dr. Oke-Osanyintolu has made it a priority for team members to share in the organizational vision and take ownership of the organization’s values and mission creation, with continuous focus on the spirit of service.He is a member of several local and international associations involved in Emergency and Disaster Management. One of such affiliations is his membership at Executive Secretaries of State Emergency Management Agency Forum, Member of International Disaster Managers, Member of Emergency Planners United Kingdom and numerous others.Dr. Olufemi Damilola Oke-Osanyintolu is happily married to Dr. (Mrs) Olayemi Oke-Osanyintolu. They are blessed with children.

Head Mechanical & Electricial Engineering Department at Lagos State Public Works Coorporation. Pioneer head of Badagry Asphalt plant. Head Engineering units in Lasema. Presently Director Operations & Maintenance Lasema.

15+ years in emergency management, specializing in disaster response coordination, vulnerability & capacity assessments, strategic planning, and multi-agency partnerships which includes World Bank, UNICEF, WHO, Red Cross, NEMA. Led LASEMA’s 5-year Strategic Plan 2021 -2025. Similarly, the 2011 Ibadan flood assessments and supported Oyo and Osun state in disaster/ emergency responses towards establishment of Local Emergency Management Committees’; awarded “Best Officer” by His Excellency Babatunde Raji Fashola (SAN) in 2013 for outstanding public service.

Mr. Adesina Sikiru Omotayo, a graduate of Kwara State Polytechnic with HND in Business Administration(Upper Credit). He went further to have MBA specialisation in Financial Management at Ladoke Akintola University of Technology (LAUTECH) Ogbomosho, Oyo State. He is a fellow member of the Institute of Chartered Accountants of Nigeria(FCA), Associate member of the Chartered Institute of Taxation of Nigeria(ACTI). Also a member of the Chartered Institute of Public Finance and Accountancy of the United Kingdom (CPFA) and has an ACCA-IPSA certificate.He commenced his Public Service career in January 2002 as Higher Executive Officer(Rev.), a career which transversed various MDAs which include Lagos State Board of Internal Revenue, State Treasury Office (FIS and PFMU-World Bank Projects), Office of Establishment and Training) and so on as Senior Inspector of Taxes and Accountant.He has attended various training and conferences both locally and internationally in Projects Financial Management, IPSA, Oracle Financials, Advance Excel and others. He was deployed to Lagos State Emergency Management Agency(LASEMA) on 1st March, 2021 as a Director, Finance and Accounts. He is married with children.

A Chatered member of Chatered institute purchasing and supply management of Nigeria was born in December 1972 in Lagos State I attended Lagos State Polytechnic where I obtained OND in Science Lab Tech and proceeded to Yabatech to obtain HND in Pure Chemistry and PGDPA in Lagos State University to obtain PGD in Public Administration in the year 2003 I joined the service in the year 2000 as Higher Tech officer from the Ministry of Environmental as Scientific Officer I changed cadre to procurement in the year 2011 and became the head of procurement in Ministry of Health in 2014 to 2017 to coordinate the procurement unit of a world bank /African Development Bank sponsored project (HSDP-II) from 2008 to 2010 Also proceeded to Tourism by government posting to head the procurement unit from 2017 to 2018 And to LASEMA in the year 2018 till date as the head of procurement unit

He obtained his first in Electronics and Computer Engineering from Lagos State University Ojo.He is a member of the following professional Bodies:Member Nigeria Society of Engineers(NSE)Member Council of Regulations of Engineering Practise in Nigeria(COREN). He joined the service of the Lagos State Government on December 13th,2000 as a pupil Engineer(Gl 08) and rose to the post of Deputy Director,he was deployed to LASEMA in August 2022 till date,where he heads the Information, Communication and Technology Unit. She was deployed to LASEMA in Novermber 2023 till date, where she heads the Planning, Research and Statistics Unit.
